De la Torre “off the rails” in last meeting before new councilmembers start

The last Santa Monica City Council meeting with Phil Brock as Mayor and Gleam Davis, Christine Parra and Oscar de la Torre as sitting councilmembers was a mostly quick and quiet affair and looked like it was going to pass without any incidents whatsoever.
