New law will tighten loophole that allowed sale of puppy mill dogs in California pet stores

Under legislation signed by Gov. Gavin Newsom, pet stores will be prohibited from selling dogs, cats or rabbits, and shelters and animal control agencies must microchip dogs and cats.
